And don't you. Plutarch can't afford to do anything until everyone in the arena is ready to be pulled out. Until then, his, and everyone's hands are tied.

Snow can't risk the games, I may have until they actually begin, but once I become unnecessary? Once Katniss is in Arena? I'll just... disappear.
